About the Position: A recruitment or relocation bonus may be authorized.

Permanent, term, part-time, intermittent or temporary positions may be filled from this solicitation.

Term positions: A term position is time-limited and may be extended to a maximum of six years.

Temporary Positions: A temporary position is time limited and may be extended in one year increments to a maximum of three years and may be terminated at any time during the duration of the appointment.

Intermittent Positions: This position does not provide guaranteed work hours each week, and work will be assigned on an intermittent "as needed basis." This position will NOT lead to a full-time position. Intermittent employees are NOT eligible for benefits (Health and Life Insurance) (Annual and Sick Leave).

Supervisory and non-supervisory positions may be filled from this solicitation.

Federal employees in Hawaii are currently entitled to receive a 10.99%Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.

Medical malpractice liability insurance is not required for federal civilian healthcare providers as they are covered by the Federal Tort Claims Act (28 U.S.C. § 1346(b)) while acting within the scope of their employment.

  • Provide treatment services in any capacity including, but not limited to, examining, diagnosing and treating diseases affecting mental health including the brain, nervous system, substance abuse of drugs or chemicals and personality disturbances.
  • Specialize in treating mental illness using the biomedical approach to mental disorders, including psychotherapies.
  • Provide treatment services in any capacity including, but not limited to, assessment, medication management and disposition of psychiatric patients including making arrangements for hospitalization if needed.
  • Provide routine, intensive, complex and emergency intakes and extended evaluations for a variety of emotional, psychological, and behavioral disorders.
  • Provide continuing follow-up care for chronic patients with acute disorders and complications of these disorders, such as psychosis, organic brain syndrome, substance abuse/addictions, etc.
  • Supervisory positions will serve as an expert in the field of Psychiatry.
  • Supervisory positions will participate in quality assurance, and quality improvement studies, utilization review, risk management, and peer review activities.
  • Supervisory positions will plan work to be accomplished by subordinates, set and adjust short-term priorities, prepare schedules for completion of work, develop performance standards, and evaluate work performance of subordinates.

Basic Requirement for Supervisory Physician (Psychiatry)/Physician (Psychiatry):

Degree:Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A Doctor of Medicine or equivalent degree from a foreign medical school must have provided education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in a hospital or an institution accredited for such training.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Residency Training:Applicants must have successfully completed the required accredited residency training in the specialty of the position to be filled (Psychiatry) and equivalent experience and training equal to at least 5 years. Experience may not be substituted for residency training that is required for the specialty identified.

Experience Required:Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least 5 years of residency training in the specialty of the position to be filled or equivalent experience and training in the specialty of Psychiatry. This required Psychiatry experience/training includes skills such as, but not limited to, a wide range of extremely difficult and responsible dealings with inpatient service, partial hospitalization service, intensive outpatient services, routine outpatient services, consultation liaison services and must be well-versed to transition to any area as required.
